Does quivering palm still hone?

I've been using this skill whenever the cooldown is up, and yet I've never seen a hone.  Crit hitting and focus discipline have been max/100% for quite a while now, and yet quivering has never honed once.  Are other monks getting hones?  Recently?  Am I just horribly unlucky?
